Scrapers See the HS Explanatory Note to heading 8429 , second paragraph, (C). This subheading does not cover combination scrapers, which consist of a tractor (even with only a single axle) and a scraper proper. Each element must, by application of note 2 to Chapter 87, be classified in its own appropriate heading (heading 8701 for the tractor and subheading 8430 69 00 for the scraper).
