&&The submitted product, referred to as “Tufted Coco Mat Item #10466”, is a brown, rectangular floor mat with a geometric design that measures approximately 46 cm x 77 cm x 1.3 cm thick. According to our laboratory report, it has a cut pile surface, of yarns of coconut fibres (coir), which have been fixed directly to a single backing surface of plastics.

&&The yarns forming the pile surface have been spun from textile fibres. Therefore, the submitted good does not meet the technical requirements of Chapter 46.&&The good has the characteristics of a textile floor covering of Chapter 57 (e.g., thickness, stiffness and strength) with the textile (pile) layer serving as the exposed surface. The product is similar to the bonded pile carpets described in Explanatory Notes (1) under Heading 57.05.&&
